My wife signed up for Amex Green, Gold, and Plat in the past two days. She was instantly approved for Green / Gold, had to call in and then she was approved for Plat. (Dont ask me why she did all three, but she did. Ive learned not to fight with her 
) She added me as AU's on the Green / Gold, it went through no problem. When adding the plat AU, it says its going to a personal review and a decision will be made and we will be notified.
She has a 670 F8, with one Amex @ 500 bucks (BCE) / 0% util. Total CL 15000, 15% util
I have a 720 F8 with one Amex @ 1000 bucks/ 0% util (Hilton Card), I have total CL of 90k, with 20% util.
Is this normal for Amex AU? I tried to apply for a plat last week and was denied (too short history with Amex)

I think the problem is too many, too soon. But yes, with $500-1000 limits, it can take 1-2 years for them to start opening up.
