Amex PRG Approval

After getting an online offer of 50k MR for $1000 spend in 3 months for Amex PRG and wanting to lock in 2013, I applied and was instantly approved! Gonna be making a $1k travel purchase anyway in January to go to Taiwan so theres my points (plus bonus for travel spend). I am planning on switching to a Costco Amex or BCE before having to fork the annual fee, even if it means manually cancelling/applying.

Since the first year is free, does this mean I have to fork over the annual fee at the beginning or the end of the second year of cardmembership?

I was told by AMEX that you can't PC a card unless you had it for atleast 13 months. And as far as your AF is concerned you can call them and see if you can get it waived. If not, just cancel the card. But as a note, I wouldn't open and cancel too many cards as it affects your AAoA and Credit Util.
