If you call in and ask if there are any offers for reduced interest rate, they will often grant it. I lowered my interest considerably on the Rewards card.
Also, if you apply for a Barclays Ring card, which is very low interest, you can transfer some of your Rewards credit limit:
2 scenarios:
1. Apply for Ring card. If you get it, and credit limit is too low, call and ask to transfer some of your Rewards CL to Ring.
2. Apply for Ring card, and get denied. Then call Recon and tell them you'd be willing to transfer some of your Rewards CL to Ring card; they might grant your application.

Well if you don't want to spend a TU hard pull, you can certainly just call in and ask for an interest rate reduction. I did it and got a nice reduction; they even gave me a temporary 0% rate for 12 months as well.
But if you do apply for a Ring, and get denied, be sure to make the most of your HP, by calling the backdoor credit analyst and reconning it, telling them you'd be glad to take some of your Rewards CL and transfer it to a new Ring card... that's how I got my Ring card.
