Yes, that dilemma is true with Goldman Sachs and any of the cards that tie CLI to spending; the higher the limit gets, eventually most of us will tap-out on our ability to generate sufficient spend for CLI, even if shifting spend to that card temporarily.  In my case, I've got it up to $46K.  I was trying to get to $50K or higher.  I try to use the 3% categories.  I don't mind using it for 2% on Apple Pay even though I can do a little better elsewhere.  But running it up to the higher limits often requires some (~shudder~) 1% spend on the physical card. Smiley Surprised  It's funny, though.  I remember when getting 1% on my Discover card was awesome!  Lol. Smiley Tongue Things change.
