Browse credit cards from a variety of issuers to see if there's a better card for you.
If both cards, approved, I would not close one of them. Instead, you can always call Amex / Citi and see if they can change to one of their other products that has low or no AF card.

I wasn't sure if one could PC a platinum AMEX to a Blue ?

To be honest, not sure if Amex would do a product change in the first 12 months due to the recent credit card laws. Also they would not do a PC from charge to credit card. Probably they can downgrade it to Zync or some other less AF card after 12 months. I dont know about Citi about their product change rules.

I thought so since a credit card is a whole different beast from a charge.
A lot fo people go from Zync to the Blue CE card or the Delta Gold.
The rule on limiting PCs during the first year has to do with increased fees I believe. So there should be no problem going from the Platinum to one of the other charge products. In general, Amex only offers PCs from like product to like product, so charge to charge or revolver to revolver.
