It's 21 months of 0% for all purchases and for balance transfers completed by a certain date (if I recall they give you several months). It's a great alternative when you know you have some expenses coming up and you'll need to carry a balance for a little while. It's also said to be an easy card to PC later on to a Double Cash, although some find continued value in the promotional offers that are available even once the initial 21 months is over.
I did it for some of the travel benefits, no foreign transaction, and the 21 months 0% APR offer. It's not a nice rewards card, but I got the Barcalys Arrival+ and Chase Sapphire Preferred for that.
