What does it mean if you go to the prequal page in the OP, fill in your info, and see "KJinNC, we recommend" with a card featured, and then "more customized offers for you" lower on the page? Is this actual prequalification, or just marketing trying to get as many people as possible to apply for cards? Thanks.

Typically a prequal page uses language like "preapproved" or "prequalified" when you're good to go. That said, this page did not say that for me. But they had sent me the mail piece and they did offer a specific APR once the 0% intro offer had expired. A specific APR is a sign of underwriting -- better risks generally get better APRs -- so the sign they had assigned me a decent one suggested they had looked at my credit report and were making me an offer.
Also, not getting a "preapproved" or "prequalified" offer does not mean they will not take you. There are many DPs to support this.

It seems kind of a dud of a card after the 0% ends but its entree back into Boa so I went to the check it out site & enter my personal code from the letter. It prefilled most of my info so the application took about 5 minutes. Instant Approval for $10K.
So I'm back in the game with Boa. Can't wait for my first credit line increase request: "I'd like 99 thousand please. Yes, I'll hold."
