You are eligible for a CLI when the Request Credit Limit Increase line appears.
That isn't quite true. The hyperlink appears when their automated system flags you as being eligible to request one on that specific card and that eligibilty is regularly checked and is sometimes withdrawn.
There is also no set pattern as to when the link will appear. Many people report it appearing at 3 month intervals but for example I've had it reappear within 3 weeks.
You can click through and have a request denied. You can also call if no link is present and successfully request a CLI.
Moral of the story: as with many other things with BoA their CLI-centric policies maintain a degree of flexibility .

If you don't already have significant deposits with them (as in Platinum Honors class several times over) exercising the card hard over the next several months is the best way to maximize your odds of a successful CLI request. They obviously like your profile as your SL is uncommonly high.
