I don't know if the Best Buy card is your only other Citi card, but perhaps your overall exposure is a factor with where your SL sits on the new account. If Citi allows limits to be moved around, perhaps you can slide a bit from your BB card over to the new one? As others have mentioned, you can try the HP CLI attempt. Some find them to be duds, where others make out very well. I know making multiple payments monthly isn't ideal, but I can't imagine you'd have to do that for more than 3-6 cycles max before it stimulates an auto-CLI if you're paying in full monthly.
@Anonymous - unfortunately, there's no crossover from Citi Retail cards (e.g. Best Buy, Shell, Sears, etc.) to Citi core cards. So, no reallocation is possible via that method.
The OP would have to pursue the other suggested method via HP for SL reconsideration.
