Citi must be in a forgiving mood recently. They've been sending me Diamond Preferred pre-approvals at the lowest APR on that card, and they just approved me for a AAdvantage business card w/ a $20K limit.
Like you, I ran into some tough times about 8-10 years ago, and burned CIti on a couple cards. After rebuilding and getting back to a good point economically, I'm glad Citi was willing to give me a second chance!

Congrats on your approval and CLI! I too fell victim to the financial crisis and burned Citi (for me it was 2010). I also recently received a pre-approved mailer witih a defined APR (for me it was Hilton Honors card), and I was able to get off their BL as wel. Probably just a coincidence as accounts that died after the financial crisis are now falling off reports, but seems like several peopel have been able to get off the BL and back in with Citi lately.
Thank goodness Citi is not Amex
