Today was 4 months since my last FNBO CLI so I called the easy access CLI line (800) 444-6220, Option 2 and after a few seconds wait had a live person on the phone. I gave housing & annual income and moments later had my 3k CLI approved. It's already updated on the web portal. New CL is $19,000. I'm on a four-month cycle with them so I'll ask again in June.
Btw, FNBO regularly sends out checks that give an APR over the life of the loan (vs. the more common 0% or 1.9% for 12 months, like Navy or other cards). I just got some in the mail Saturday for 5.9%. So if I had some longer term debt sitting around I could conceivably move it FNBO. I'd take a hit on Util but save $$$, assuming I couldn't pay it off in 12 months.

Note: DPs roughly the same as OP. However the last two times I've called this number the CSR told me he only did HP CLI & I'd have to call customer service for the SP version (so that CSR could then turn around call his department to check my eligibility?) Hmm, smelled fishy. So I chose to HUCA and got a lovely young lady who said no problemo & made short work of my request.
