I think maybe now you need your own thread:
What current credit cards do you have open and in good standing?
When did you apply for Barclay? Did you recon with credit department and they still said no? because of the paid verizon?
I have some of the Rebuilders.. Cap 1 1050 Limit, 250 Balance, Credit one 500 limit 14 balance, Merrick 500 limit 30 balance, Best Buy Citi 300 Limit 0 balance, Citi bank plat (older) 12k Limit 750 balance.. Baddies- Verizon collec from above paid in june, Charge off from june 2007 about to fall off, 2 judgements paid from 2009.. No lates on entire credit besides from the verizon and charge off
How long have you had these rebuilders? Barclay tends to be a year-two years post baddies and rebuilding on a few accounts before they want to approve.
you could probably get some decent GE backed cards.
one more i have had about 3 inq in the past year and half and tried to pre approve for barclay & amex, got the sorry message, and hard inquired Chase denied, reconed and still denied, said it was because of my charge off

Cap 1 4 years, Credit one 3, Citi best buy 3, Other citi 6, and merrick 8 months

well the statement that you can't even get approved for Barclay and telling other op not to apply is a little overstated.
1. 3 inq's is not a big deal.
2. if you want a barlcay card and your collection is paid and your score is over 700, I don't think you would have a problem getting a barclay card, especially through recon... Which one are you interested in?
3. you might be able to get your foot in the door with amex charge.
Im just discouraged about recon cause it didnt work with chase.. And My equifax and experian are still down around 650's so i feel like barclay is the only thing to try for!!

maybe it's just a sign of who you should have began with
Back on topic:
OP, why do you "need" this credit? The purpose might open doors for other ways to handle this emergency and allowing you to rebuild what you currently have.
