Interesting Amex Approval with friend

A friend had $29000 on Blue and he applied for SPG and was instantly approved for $20k but now his blue is showing $16,100 limit.

Has anyone seen Amex instantly move credit lines for you... 

 

Obviously, he netted a $7000 CLI gain between 2 cards but I have just never seen the computer instantly move limits like that!

I have seen other banks like BOA doing that but I haven't seen Amex doing that

Its fairly common for Amex to re-allocate CL from another card to open a new card if you have hit their internal threshold as poster above me stated, like BofA or other such lenders.

Wait if his Blue is at $16,100 (down from $29K) then isn't he at loss here? How did u calculate the $7k gain? Cos say he was approved for the $20k and the Blue limit remained intact then his TCL would of been $49,000. But he was approved for $20K and the Blue dropped to $16.1K bringing his TCL to $36,100. Whose Math is off lol?
