They use the stubs as a second form of identification. When I went to the store to do mine they asked for a second form "do you have a second form of ID like another credit card, pay stub or anything?" At first I thought it was weird question but then I got to thinking about it that with a second form of ID it helps them believe the person is who they say they are because most people doing criminal impersonation and identify theft generally only have 1 form of ID. MIne was becasue the credit report they pulled had my old address on it and my application had my new address.
