Sorry to be the noob, but what is 91/3 exactly?
91/3 is basically the 91st day after you are approved for a card and you have received your third billing statement. Both must be true about 98% of the time before you can apply for a CLI on the card. If you have a clean profile and/or good income, you might get a CLI without the third statement if the FICO score has been reported by Navy. It is also a rule for being approved for your next card (although getting a third card after 91/3 with the second is a rare exception).
Having said that, it appears that 6 months is becoming the norm for the first and any subsequent CLIs based on what's being reported in the big Navy Federal thread in the Credit Card Applications area.
