I've had the same experience with one big limit and one little with AmEx. My Delta AmEx was at 30k and my approval for BCP was $2k. I reallocated part of my CL from Delta to BCP and the did CLI down the road, but it took time. And FWIW, the limit for the original approval was the real limit for my card, not a temporary starting limit.
