I have the same letter and I had some questions so I called and got some helpful advice. 

1. My credit line will stay the same(25k)  up from 500 when it opened in 2015.  I just kept asking for more every 90 day sor so.   

2. New account reported on my report (I knew this already just asked for confirmation). Only downside I can see. 

3. Citibank is still the bank on the new card as well even though its an AMEX

Yes,  thanks to this site I knew what to ask.      I asked if this would be a new trade line and the old one would be closed and he said yes.   If anyone has any questions I called the number on my mailer and a very nice lady gave me a direct number to call for additional questions that she could not answer.

This is interesting being that its Citi and its should remain same account just upgraded account number. Might be alot of people who dont want it if its new account. Meh, ive already added a couple new accounts whats one more?
