He doesn't need a secured card. He simply needs history on the Discover card. There should be something good available when it reaches six months in age. And lots of options will open up once it's reached a year.
In the meantime, Discover has its cashback match, making it a nice card to have during a gardening period.
Which cards has he been denied for?
Some creditors will run credit with AUs excluded that is an option they have when one apps for credit.

long and short of it is, he has been on his dads credit card for 16 years and has 1 discover of his own (less then 1 year) so he has a great score, long "history"
so if he can't even get a kohls card how can he build primary credit?

I don't know why we're all guessing as to possible reasons. What reason was given in the adverse action letter?

Agreed, and before apping for anything else, has he tried some of the pre-qualification sites like Cap One, Citi, US Bank, etc? These are soft pulls unless you actually apply for a card.
Checked Capital One and Merrick and Amex for prequals?

@Stugotsv10's friend should just say no to Merrick. And he should only go with Capital One if the card is a good one, i.e. no Platinum and no QuicksilverOne.
When someone starts out with Discover, I think it's generally better if card #2 is a Visa or Mastercard simply because of the acceptance rate. But I think this may be an exception where AMEX might be a good choice when the time comes to apply for a second card.
The last thing he wants to do is grab a card that's a step backward. If he has to wait it out a bit, the wait's going to be worth it in the end. Once some history builds on the Discover card, lenders are going to see him as someone who "needs" more credit.
