If your blacklisted by Citibank, I'm not sure you can even get their secured card. I would do some searches on forum on Citibank and blacklist.
I don't think you are blacklisted as I included two accounts with them in my BK ch 7 4 yrs ago (a credit card and checking plus) and they approved me for a secured card.
The bk denial on one of their regular cards is normal until the 8 yr mark....people on this board say that got approaved for many of their cards at the 8 yr mark with the bk still on their record.
I say go to bank, get secured card application, fill out, give them at lease 2k, use the card wisely for 18 months, it will unseucre and then try and do a product change. Even if they can't PC you, you are building history with them
I think it is YMMV with Citi. I settled with them, and their stipulation is that I can never have another Citi card again. And they even denied me a corporate account, which is paid by the company.
So yes, they do blacklist. However, how long and how often may vary.
ti cards with a 9 year old BK but I did not burn Citi in the BK. Just got approved last week for AMEX BCE and Delta Skymiles and did burn AMEX so it gets better over time
Ok... called Citi this morning. Talked to a nice lady who verified my application with SS and ID verification and told me that they were happy to review it
but I had to wait until I got the letter in the mail and then call back. - Dont know if this is the norm but for now
all I can do is wait and try again once I get letter.
On a different note, I was thinking of applying for United Airlines - Chase - since their offer most non-stop around the world fron where I live now.
Do you think I should wait to resolve with AA Citi first, even though it could be a long shot, or go ahead and apply for a Chase United before
the IQ appears in my report?
We never had any Chase CC acc and so it was never IIB.

the inquiry has already reported onto your CR. It is usually instantaneous. You could just apply for the card now if you want. Won't really make a difference to be honest.
