Im curious to know for example if i got the Amex Platinum would i be able to POT the annual fee or would i have to PIF ?
Starting Score: 512No, you cannot put AMEX AF on Pay Over Time nor Plan It.
Bonus answer: The AF that you pay does not count toward the spend necessary to earn the SUB.
If one cannot pay the AF on a card in one cash payment, one should not be considering that card. This applies to all cards with AF regardless of bank.
Just paid my platinum AF today ... nothin but accuracy spoken above.

I agree @NRB525 - the AF is literally a membership fee to hold the cards that banks offer and if the AF cant be paid in full then one should look elsewhere for a better suitable card.
To answer the question of the OP - no you will not have the option of paying the AF over time.

That information is incorrect. AmEx states right in the Terms of POT that any charge card's AF can in fact be paid using POT and every time mine bills that option always shows up in the POT. HOWEVER I can assure you that should the OP get the Platinum card and actually use POT right off the bat to pay the AF (which will be billed the very first statement) then it will spook AmEx which in turn I would guess will greatly effect the cards internal soft limit. But way more important if one can't afford to pay the $695 AF in full as soon as the bill comes then then that person has no business with this card. Plain and simple. As another side note to have and truly benefit and use this card ones salary is especially important financially if we're being honest as $695 shouldn't even be a financial second thought. If it is then it sounds more like a "flex" move just to say "oh I have an AmEx Platinum card" than it is a good financial move.

and this is why I love the forum. Everyday I learn something new. My POT feature was active when my first statement cut off but wasnt given the option to include the AF (although either way I wouldnt have included it). OP should give it a try in the app and see what happens. if they really nead to POT the AF I hope they are able to do so.
I was approved for my Platinum card the week I was flying out for a Euro trip. Didn't realize my statement month closed while I was away and had pay over time activated. My AF was charged and my minimum payment due is like $40. So yes can confirm you can pay over time.

I stand corrected.
Using the handy PoT calculator, the $695 AF, at prime + 15.74% ( second best available rate ) for 120 days tacks on another $43 to the AF.
