If your DW tries to add you as AU and the system doesn't allow it, it likely means the unpaid CO (i.e. blacklisted). Typically, depending on the timeframe this occurred, the CO and/or the amount, some folks can fall through the cracks and be able to be added as AU. But, if IIB and/or unpaid COs, then likely not. Only way to test this is whenever your DW attempts to add you as AU.
