I would tell someone in that situation that is better to wait until their score improves and that it would better for them in the long run to be patient.
I agree for the most part, its not as bad with amex as other CCC because you can at least get 3x cli few times an year, but in general i would wait till you can clean up your report and get your scores up around 700 .
Above 650 should get you any of the charge cards

Yes AMEX pulls EX in most cases.

When I applied I app'd Green card first (doesn't matter which charge card you app for, they all have same critera...just a matter of which you want to pay an AF on and which would benefit you more) then after approval I immediately app'd for the EveryDay and was approved also. Both the same pull.
There's no official word that charge card is easier than say the Delta Sky Miles revolver, but many seem to think so.

I agree 660 or higher should do it. but there are some things you need to do for sure.
im sure you heard the before. but best for amex.
Pay all cards down to 0 except 1.
And keep that utilization as low as possible.
They don't like to see lots of balances on different cards.
Then You are almost guaranteed. Depending on baddies if any.

Right now my ex is 680 but i have dispute on file with experian. old charge off.
What is strange is transunion and equifax removed right away. Experian is taking their time
Expecting score to jump well over 50 ppoints like other scores did.
Which will be over 700.
And wait to dec. will have 5 inquiries over a year old. will give me boost.
Then here i come Amex.

Really need to be over 665 to have honest good chance.
Not hard from 653 to 665 to raise score.
Just get that utilization down. and score wil get bumped.
