AMEX Limit Reallocation / Balance Transfer

My husband has a Hilton branded AMEX with $1,632/$25k SL.  The card was opened in 2011 and has zero late payments but charged hundreds of thousands over the years (the card was used exclusively for work expenses). Other than this card he has:

 

-Citi $11k/$20k

-Cap1  $0/$15k

-Lowes $0/$800

-Ford Auto Loan $13,440/$34k

-Mortgage $80,584/$88k

 

Citi mailed him a letter about 0% interest until Oct 2019 thereafter his normal APR applies (13.99%).  I thought about this and, AMEX came to mind.  Looked online and he was pre-qualified for the Cash Magnet which offers 0% on BT for 15 months then variable interest starting at 15%.  I app'd him for it and he was approved but only for $5k with $3,750 available for BT.  Why so low given how high his other AMEX limit?  I requested a CLI on his current HIlton card to $35k and had to complete the IRS online request for income verification so we'll know in 7-10 days if that's approved.  My thought is, get his current limit higher and payoff the card then accept the Cash Magnet and request the current limit be reallocated to Cash Magnet.  Any thoughts or advice on how this works?

We haven't looked at his credit in a few years, today I did and noticed there are two small medical collections showing for a total of $350.  We are working on getting those paid and hopefully PFD; the Citi utilization is high so these two points are why I believe his scores are not as high as they used to be (mid 700's).  Our combined annual income is very high and his overall utilization is 22%.

AMEX has an online credit reallocation menu choice. The CL to be moved must be aged 12 or 13 statements, and that seems to be the case here. The tool allows you to type in the CL dollar amount you want to move to the other card.  

 

My experience was frustrating when I tried to move $10k of limit, it kept giving weird “system not available, try again later” essages. When I use $5k to move, those have worked consistently, and I have done several rounds over the past couple years.  There is also a 30 day wait between initiating these CL moves, so depending how much you can move, that may limit what is possible for this BT.  

 

There is possibly a similar method to call in to have a CSR help, but your recent 4506-T review may help anyhow.
