Initial CL was $6,000 and felt like I could only ask for $10,000. Granted by calling in to Synchrony within the first month.
Started reading on the forums and got the idea to call and ask for a bigger increase. Another month and some minor spending later and I was bumped to $25,000 with a phone call.
Lowe's: Something like a $3,300 SL and got bumped to $25,000 with a phone call.
Marvel: Initial SL $6,000 > You see the pattern, called and was bumped to a requested $25,000.
All three accounts only open since Feb 2016 or later.
FICO8 scores were 710's at the new year. Currently 791 to 814 for FICO08. Income above $150,000 and 3% revolving utilization.
So, from what I have seen they base a lot on score and utilization. Have seen Lowe's to $35,000 and maybe Amazon. Marvel has also had lines up to $35,000 that I have seen.
As a related thought, all of my CLIs were SP. There have been reports of HPs happening.

That 150 grand doesn't hurt.
$25,000 actually. Easily covers the $4.99 video I rented last week.

Yes, you could have even rented 2 without worrying too much about utilization....
Amazon/SyncB goes to at least $30k. (Maybe more, only asked for 30.)
