And you are talking to a guy who is a Taiwanese and travels between China and Japan from time to time. Granted I don't know a lot about Vietnam (visited once for 3 days, very short trip), I'm pretty sure you don't need to spend at least $20 USD a week (you said a month, I don't think you mean that) to get an ideal weeks worth of meal a family.
China is already on Fiber though. Hong Kong in particular offers 1Gbps for $25 USD (HK is part of the China). Here is US East Coast is on Fiber (I stand corrected on 50 Mbps, now is 300 Mbps) while West Coast is rolling out VDSL (ex. at&t U-verse).
Taiwan's 100 Mbps/40 Mbps charges $1,500 TWD, which approx to $52 USD. That is still a lot cheaper than US Fiber.
To show you how expensive US is, consider 6 Mbps ADSL for $45 per month. Message here charges $1 per minute.

still Vietnam is still FAR behind China and Taiwan. and yes you can feed a family of 4 on $20 a month. My Ex Gf's family is poor there and they can live on that. Their dad only makes $120 a month and provides for his family they're still poor but can eat pay rent and the basics are taken care of.

My DH just got a SP CLI on his Citi Simplicity this past Saturday. His 6th statement cut on Friday, so I had him log in and request a CLI on Saturday morning. He requested an increase of $4,000 and they approved it. We pulled his reports on Sunday and saw no inquiry from Citi.
