Amex BCP SL vs Amex EDP starting limit

So I got my Blue Cash Preferred a week or so ago and was approved with a starting limit of $1,000 - Yesterday they approved my Amex EveryDay Preferred and gave me a starting limit of $9500.

Is it normal for them to have such different starting limits? I also tried to get a CLI for $3000 on the BCP and got the 7-10 day message.

I have seen/heard before that your first card with Amex may have a low limit, but 2nd onward will have higher.
