Click on "More Account Options" on the left and click on "Increase Line of Credit" in the 2nd column in the pop-up. If it's not there, I guess you're not eligible.

The button is still broken.. Does not work for me either on either Chrome or IE... Cancel or Edit button don't work either...

I'm not surprised.  Their web site never works properly.
