I tend to think it refers to the two hard inquiries and that the language is sort of "dumbed down" (for lack of a better term).

Unless they got tired of people saying that they had never applied for credit, and it was an illegitimate hard pull and they're disputing, and on and on.

I'll see how it's worded on the letter when it comes in the mail. If the letter says "too many inquiries," as opposed to the wording the CL Specialist used, then I would say it's probably a matter of him trying to explain it using words that most people who don't hang out on the FICO Forums would understand.
