Do you want to have both cards? If not, I would pick the one you like and see if they will combine the limits. If you want to keep both, I would ask for a CLI on the BCE. If you call them to do it, just say the limit isn't high enough for your needs. That would explain the lack of usage.
How long have you had the BCE? The usual rule is no CL transfer unless the card is over a year old
Did you get a promotional offer on both the BCE and the BCP? I may end up having to do that

I got a partial granting of the CLI, with one of the reasons why they wouldn't give the full amount being that the existing CL was hardly used.

I received the Amex BCE card about a year ago (March 2013). My initial CL was $5K and after two CLI's the current CL is now at $24K (I did not want to exceed that CL amount, at least for now.) The TOTAL amount I've charged so far on this card since receiving it has been LESS than $200.00.
