The $100 annual airline credit does not include the actual purchase of tickets regardless if you purchase the airline tickets directly with AMEX Travel or from another source.
It does hoewever include ticket fees, baggage fees, flight meals, etc. I've used it multiple times and I love the benefit.

Technically, the airline fee credit doesn't apply to tickets themselves--only (some) other fees, through whichever airline you've selected on your account. However, with some airlines people have had luck being reimbursed for giftcards, which can then be applied to ticket purchases. So depending on what airline you want to fly, what airline you have selected, and what your timeline is for booking this flight, you may be in luck--you'll find many, many more specifics on the flyertalk forums if you're interested in using the credit that way.
That said, you're on a short timetable if you want to make the most of the PRG--the airline fee credit goes by calendar year, so you're almost out of time to use your 2015 credit.
