Amex Platinum AU Billing Question

I know Amex charges $175 for up to 3 AU cards. How does that billing work exactly? If you don’t start this when your annual fee hits, do you still pay the full $175 or is it prorated? Does it re-bill separately from the annual fee?

My AU fee bills annually for the full amount on the AU anniversary for Platinum, so the $175 and $450 were billed on different statements.
