It's very possible. Not getting the 0% intro APR was reported here three days ago..
Hard to tell really, usually they're just interested in the large SUB and a person cutting ties and running. 90% of the time the intro APR come with any new app. So one could be eligible fo one and not the other, in this instance I would suggest talking to a CSR.
I got the pop-up stating I am ineligible for all the stuff and the intro apr as well, but here are my terms and conditions on the simply cash card.. so something is funky with the pop-up as terms trump pop-up. So YMMV with regards to weird pop-up as terms > pop-ups as mentioned as they gotta honor them as in writing got both by PDF and regular mail. So I am using my Amex card for a Intro APR for a TV I ordered right now with free money .
edit: AMEX RAT team is on a rampage with everyone it appears and I put 2-3k a month through my amex's.. Bastards

Im going to have to talk to a CSR to make sure before I pull the trigger. Getting the SUB would be nice but not a dealbreaker, I just want the intro apr right now. I’m sure I would get the Popup since I recently got it when I apped for the BCP for the 300$ SUB. I’m almost certain that if you get a popup for one card, you would get it for all other cards.
I got the pop-up for my no-SUB BBP but submitted the app anyway. They gave me the 0% APR for 15 months as advertized.
Still not sure what welcome offer they were saying I couldn't have. I'm not gonna ask, though.
