did he apply at the same time ? and also does he have any other amex cards?

no first amex apply and he applied for the prg first and declined and then approved for the skymiles gold

Hmm that i don't know. I would have thought if he applied for Delta first and then PRG got declined would make much more sense. Did they give reason for his decline ?

I am not an amex expert, but I would say no because all the charge cards have same criteria for approval. At least that is what i gathered from reading.
