I received my requested CLI on my 2015 BCE this morning. I then proceeded to transfer most of the limit to my new BCE opened last month. After I submitted the request, I received an error message saying their system was updating so the transfer failed. I logged out and back in to see that the requested transfer amount was immediately deducted from my donor card. However, my new card was still at the same initial limit. Now, I am DOWN thousands of dollars. I waited for hours and then jumped on chat. They said that it was pending and I should receive a letter in 7-10 days. That, to me, seems like it's a denial...but why a denial? I thought transferring limits took minutes. Hours have passed and still no increase on the new card.
Has this ever happened to anyone and what was the outcome?
If it has been deducted then you should see it in the next day or two. The last time I moved limits, it didnt show up immediately and the rep. gave me the same 7-10 day spiel. So don't overthink it.

Oh thank YOU. I was worried they'd deny it. I assumed if it were approved, it'd be done immediately(or you needed to log out and back in after 15).
The new limit finally showed up on 7/10/17.
My last reallocation was in March from a years-old card to a days-old one. It was instant and smooth.
Not sure if this question has been asked/answered but, what about reallocation of a higher amount from a 6 month old card to a 1.5 year old card with a smaller limit?Would this work?

Yeah, that's why I was worried becasue I assumed it was easy-peasy. Glad all went well. The new limit looks niiiiiice.

From my understanding, the donor card(money taken from) needs to atleast be a year old.
Test it out is what I say, since you do have a card that's atleast a year old. I'd love to hear the findings on that.
I don't know if it's still officially a rule, but if it is, there have been many reports of it not being enforced.
I did the reallocation through the form on the website. I didn't need any human CSR's approval to do it.
