Right, there is/was a rule for both cards, the one receiving the increase has to be at least a few months old. That is very frequently waived, and, as wasCB14 says, we have heard several cases where the donor card requirement was waived as well.
Which is not to say it couldn't be enforced if they wanted to!
Just for the data point, I moved $10,000 from my SPG to my ED and it showed up instantly. The ED card was around 3-4 months old.

I moved 23,000. I wonder if higher limits cause a delay.
Yeah the first time I moved limits they did the same to me. Took about a week for it to finally show up on the receiver card.
Also the 1 year age rule for moving limits is definitely not a thing. I've moved limits all over my various accounts, most of which are less than a year old.
I tried this, took a week to get the denial letter. The donor card must have a minumum CL of $1,000. Oops.
