I think that's the new numbers on two separate cards, not the start and end number on one card.
This is discouraging to me. I was going to request a lower APR on my BCP (24.9%), to get it down in line with my cash magnet (14.9%). Looks like that may be pretty unlikely now. Oh well.

Yeah, Amex doesn't seem to do permanent APR reductions much anymore if at all.
Do you actually carry a balance on either card?
If not, this may be their way of lessening the risk that you will start, since you'll likely have a lower cost option on another card. And if you do, may as well make more off you.
I'm on 0% now, but Amex has me at 26.4% on my EveryDay once that expires, but "only" 20.49 on my Gold Pay-Over-Time
AMEX is actually pushing the Plan feature hard, since the Plan feature works out to around half your APR (my Plan fee is 1.07% on the high end with a 24.24% regular APR according to my terms), that could explain the high APRs AMEX is running with lately.
My BCE was 21.99% when I applied in July of 17, as of today it has risen to 23.24%. I recent'y upgraded to the BCP last week, which is why I noticed the new APR. It's interesting because when I applied I was between 750-780, with almost no balances.
Today I'm about 745ish, and have almost $8K balances across the board. So I'm guessing that the $8K debt is the cause for a higher APR, it will be interesting to see if the rate goes back down when I pay it off in 10 months? lol
Amex isnt to kind with their APRs even with very high scores most recently was a business card at 19.24 which includes prime, but still high considering a 800 score. Just PIF or use intro period and dont carry a balance after intro period
