SP most of the time but some people do get hit with HPs so it's best to go into it expecting one. Preapproval helps but not required. SL can go either way, depends on how AMEX feels the relationship is going and exposure vs income.
Just throwing it out there my first Amex on my rebuild was a hp , followed by four sp....last 2 have been hp! Sp is not gaurenteed. As @Anonymous stated, your income, especially, as well as current profile will help decide your limits.

Yes, that's a pretty easy way for the first year. It might also be worth looking at that un-categorized spend and seeing if a decent portion could get more than 2% with another card
I have my current lineup of cards pretty much optimized as well as I can. I do plan on getting other cards in the future to capture more of that spend than the current ones don’t, but right now, the $1500 - $1800 per that I’m putting on my PPMC doesn’t fit in any of the 3%+ categories of my other cards except when the Discover has certain quarterly categories. Even then, a lot of the time the Disco 5% categories overlap with my cards with better than 2% categories. For instance, we are getting 5% at Supermarkets this quarter, and we’re using it a lot because our grocery spend for the year averages a little under $7K, so I using it now for groceries catches the overflow of spend that would go over on the 6% BCP. I eventually plan to add the US Bank Cash + and Chase Freedom to utilize those 5% categories, but I’m gardening now to get over my mini spree of last year. This offer seems like an easy $300 though. I’m thinking about applying for it for DW and leave my profile in the garden. I’m just not sure what her SL would be. It would get her in with AMEX, which something we plan to do anyway. I was just going to wait a little longer, but I don’t know how long this offer will last. The main thing I’d really like to get this card for is capture our vacation spend in July, which is our highest spend of the year. I don’t currently have a travel card, so this could be our de facto travel card this year, until we’ve met the $350 additional cash back.
