Last question. Today. Dec 8th. I actually got approved on October 7th. So technically today is 61st day I think. But. I remember when I logged in first time. It said oct 8 th so I said tomorrow is cli date.

Well I have been Amex card member since 2010 and always carried balance :-) (not proud) and I have always received my 3X CLIs. When I got approved for Hilton Honors, my overall util was upwards of 83% and they still approved me with 4500 CL, 60 days later I got 3X.
If a Credit Card company doesn't like people carrying balances then they are in the WRONG business.

I believe the Amex 3CLI is based off internal AMEX scoring.
For me I've always held a balance with Amex.. The last time I had requested CLI I had overspent AMEX by 500$. Request was approved.
