IMO this will only hurt people who don't have any intentions on either using the card normally. Shouldn't stop anyone from applying if they want a SUB... just don't go crazy and over the edge. 
I'll probably close one of my revolving AMEX cards (SPG) so that I can app for an AMEX revolver every blue moon for the SUBS.
