Earlier in the year, I got the dreaded pop up and Amex said I was not eligible for new card offers, because I used too many in the past.
However, this spring they sent me a 40k for 2k spend offer to Upgrade my Everyday card to the Preferred. I took that.
A few weeks ago, I received a Platnium offer, 120k for 5k spend, I passed on that because I'm not travelling right now and the annual fee wouldn't make it worth it.
So two weeks go by and I get a Gold card offer, 75k for 5k in 3 months, passed because I wasn't feeling it.
A week goes by and I get a Green card offer, 60k for 4k in 6 months, I may actually go for this one....
A week goes by and I get a Amex Cash card offer, $250 cash back for 2k in 6 months.
What changed? It's like someone in their office is actively watching me. Did they see how much I was spending on other cards?
No one is watching you, unless you're six to seven digits per month.
As far as the offers, more time has passed, SUB pop up isn't forever and if there is sufficient use on existing cards, it can make it go away faster.
With that said, all they are doing is trying to entice you to sign up for cards with AFs. When you start getting these offers for no AF cards, that will be news worthy.

There is indeed an uptick in SUBs and spending offers lately from Amex based on what I can gather from posts here, on Reddit, DoC, etc.
I admit I took full advantage and have amassed more than half a dozen MR cards in the same number of months and cashed out through CS Plat at 1.25 cpp. Currently have a few AU offers ($2K/20K, $4K/20K) and just today received an upgrade offer for BCE.
Will probably get another couple of MR cards before I stop, unless Amex stops me first.
Last offer was a credit no annual fee card, so.... I wasn't planning on getting any new cards, but I might bite.
