for amex, a recon is a hard pull. even if you tell them not to, they will still do a hard pull as long as you try to appeal the decision.
there are many threads on this and other forums that will tell you the same thing. i also experienced the same thing myself last week.
if they declined you, just wait for the letter, find out why you got declined. work on it somehow one way or another, and then reapply.
that is probably the best "safest" way you can make use of for your inquiries.
If you have a low number of inquiries and don't mind exhausting one more, then definitely get it recon'ed. Otherwise, just wait and try again next time.
Their recon staff are *sometimes* very helpful on explaining why you got declined and how you can increase your chances. It took me about 9 phone calls before I spoke to someone who actually made any sense over the phone. He explained everything to me in detail, and that phone call definitely helped me a lot.
