I just chatted w an Amex rep earlier today about this exact same thing. Per the rep, the "from" account must have had 13 billing cycles, and the "to" account must have been opened 60 days.
Amex Rep: Before processing a reallocation, the Card Member must have 13 or more months of tenure (account must have 13 billing cycles already closed) on the from account.
Amex Rep: The receiving account must have been active for at least 60 days before a reallocation can be processed.

Ref the "to" account...I just moved CL funds from my Clear to my BCP, did that upon activation of the BCP...much less than 61 days.

LOL, yup, you're right...I think I got lucky, based on what others have indicated here and elsewhere. The CSR I had (not off-shore) didn't hesitate to make the transition for me, so maybe...just maybe...they are also transitioning their policy.
I think another "rule" they had is that you could move all but $500. Someone please correct me if I'm wrong as it's been about 2 years since I've done this with Amex.

By Jove, I think you've got it! That could be why mine was approved, I did leave $1K on the Clear account, everything else went to the BCP.
I am interested in this I just appd (just now) for a Amex everyday and was approved for 2K my gold delta (8 months old) has a limit of 22k so I called and asked for 10k to be moved to the Amex Everyday. The rep gave me a 7-10 day message, if it's not approved I will just wait and move it at a later date.

It seems anecdotally that there are a good number of exceptions to this rule.
