I just did this last month. Started off with a $500 QS1 and after five months I got a CLI to $3000. I didn't want to pay the annual fee coming up later this year so I figured now would be as good as a time as ever to PC the QS1 to QS.
I did it via the chat. It was super easy. I asked if I had the offer to PC rather than demand the PC. I also asked to see if I had an offer for a CLI but that was a no since I had just gotten one recently. Will try again at the one year mark.
