Any way to recon AmEx CLI denial?

I was wondering if anyone has had success with doing recon an an AmEx CLI denial. They have denied me for a CLI ever since I opened the card in October of 2013, for having a low FICO score, which has hovered between 640 and 660. My score is low due to a paid collection on EX, elevated utilization, and new accounts.

 

Here's the thing: I haved been PIF-ing this card ever since I opened it, and put through about $1,000 a month in gas and groceries. My credit limit is only $1,000, so I have to monitor the available credit closely and make payments several times a month. If they were to manually review the account, they could easily see that I need a higher credit line. Is there any way to recon their decision? Thanks!
