Thing is, the rep told her that it would report as an "authorized user".
Do authorized users get reported differently?

Well, the card's label on your CR will be different, but being reported as an authorized user will have the same effect on your credit score as being reported as a primary cardholder. Some underwriters will distinguish between the two because their bank will only count primary experience and disregard AU cards when considering you for new credit, but it really depends on the bank. For all intents and purposes at this stage in your credit journey, being reported as an AU won't harm you.
Does fico take the total credit limit vs balances across all accounts into effect, or the balances and limits of each card?

That's something you could check out in the Understanding FICO Scoring section. FICO looks at both to determine overall utilization, and to calculate if any cards are maxed out, both of which affect your score in different ways. But yes, a 0-balance card will contribute to decreasing your overall untilization.

Both? Well I'm hoping the AU will boost my score 20-30 points. Currenty sitting at a 588 with EX.
