Is it generally true that you need to put heavy use through the card (not just frequent use, but close-to-limit-balances) to get an auto CLI (Chase, Amex, Discover, BoA)?
I've had my Chase Freedom card since 7/2011 and I put ~$500 on it every month (PIF) and one month charged up to $2.3k. CL is $3k. Never tried for a CLI since I don't need it and it isn't worth a HP.
I've also had a BCE since 1/2011 that has seen ~$300-700/mo each month (also PIF). CL is $2k. I've tried the 61 day, 90 day, etc CLIs and always been denied.
I think that varies by lender.
Can you tell us more about what's on your report? A flag for me hinting that there might be some baddies on your report is you reporting that you haven't gotten a CLI from amex since account opening about 2 years ago.

Chase doesn't seem to like me but I haven't had the card that long. The others, I haven't had any problems with CLI's with little to no usage.

I went on an app spree recently and got scores from all 3 reports. Scores were approximately: TU 740, EQ 770, EX 790. Since TU was so much lower than EQ and EX, I decided to pull it to make sure there was nothing negative on it. The last time I checked any of my reports was 2011 and the only derog on them was a CO (that wasn't even mine), but I got that removed.
Anyway, the TU report I pulled was 100% clean, not even a 30 day late. I'm assuming that EQ and EX are both clean as well since my TU score was so much lower and still didn't have any derogs.
CK says my AAoA is 3yr 10mo, which seems accurate. Oldest account is 7yrs 3 mo.
Chase is a weird bird. Great product but I really can't abide the HP/CLI thing and will be closing them at some point next year.
Amex CLIs aren't guaranteed. Also: The approval or denial tends to be based upon their post recent SP. It doesn't really look like they're always using whatever score a member has at the time a request is made.
Hang in there with Amex! Over time the card will grow.
Then maybe they're SPing when your UTIL is high? (Amex)

I agree with all of your points. But I still believe after 23 months and no CLI is strange for a fairly aggressive lender such as Amex (considering OP has no baddies). Chase? LOL that's just another day

Had my Amex for over a year and then only went for an additional $1K CLI. Was denied the other two times I tried and decided to be conservative.

I guess they could be doing the SP when my Amex UTIL is at its highest, but that's still only ~25% on BCE.
Doesn't Amex counter your offer with what they'll give you? In your case, maybe that was the most, maybe not. You just know you were approved for 1k.
Also, OP, CLI's with AMEX are SP's...I haven't heard many people report auto-CLI's with Amex...I think you should try for CLI

I'm still waiting the full 6 months before asking again. Main thing I'm concentrating on now is making sure utilization is low in the preceding months.
