I've had my Chase Freedom card since 7/2011 and I put ~$500 on it every month (PIF) and one month charged up to $2.3k.  CL is $3k.  Never tried for a CLI since I don't need it and it isn't worth a HP.

 

I've also had a BCE since 1/2011 that has seen ~$300-700/mo each month (also PIF).  CL is $2k.  I've tried the 61 day, 90 day, etc CLIs and always been denied.


As someone mentioned earlier, it varies by lender.

 

A lot also has to do with your internal/behavioral scoring with the specific lender.  Chase and Discover seem to be spend-centric or rely on some moderate to heavy usage but not necessarily where you have to hit your limit to achieve those results.  Additionally, they base a lot of these decisions randomly and based on SP /account review information.  So, if you have higher than usual utilization factors or items that would otherwise make the account not elgible for auto-CLI, then the alternative would be to request one; however, for Chase, BOA and possibly Discover, it will result in HP...so YEMV.  AMEX aslo doesn't really favor high utilization or scores/profiles that are not optimal.
