You need a gas station not tied to a store rewards program for the 3% I'm pretty sure.
1%
Edit: I just got the BCP in my hand yesterday myself but those are the rules as I read them. Someone else can maybe confirm. I was getting gas at Fred Meyer which is a division of Kroger but I'll have to stop and switch to the mobile station down the street to get the 3%.
I'm surprised nobody has compiled a user confirmed retailer list for this card.
Edit: I've just assumed I can't grocery shop at Fred Meyer because they have a furniture and electronics section but I'd like to know for sure.

Its not feasable to come up with such a list. The same name store in different locations could be coded differently. Heck, the same store could be coded differently depending on where in the store you pay for your transaction.
You can try using this tool:

I use Quicken and download my transactions. If Quicken automatically catagorizes a transactions as "grocery" does that indicate I'll get the 6% cashback rate?

Rewards program isn't relevant. Shell is tied to Kroger's reward program and is coded as a gas station. It's the merchant coding that matters and I have no idea how Kroger's gas stations are coded.
