Can I use my cash back on the BCP card to offset only a portion of a new purchase charge or do I need the full amount in rewards?
You can redeem as statement credit, in $25 increments. You are not redeeming against a particular purchase like Barclays or Cap One's purchase eraser.

Is that the best way to redeem with BCP?

I think so. Merchandise, as common with cc's, is usually overpriced, gift cards can be bought 1:1, but since you can easily buy giftcards at a discount this isn't very good.
And no points transfer or anything, so statement credit is what I do.
Very clunky though, instead of entering the amount to redeem you have to choose from menu selections and add invidually to the cart, which makes no sense. (So when recently redeeming $1800, I had to add 1x$1000, 1*750 and 1*$50 in three separate adds)
