Target actually shows up as GROCERIES on my credit card statements...it used to be listed as something else. I think that would still count toward your cash back if you used your card there.
I'm pretty sure AmEx has a listing of what MCCs they consider to be Grocery Stores. Some Target's/Walmart's are counted in the grocery bin, some arent, I think you can look up what your store is here: http://visa.via.infonow.net/locator/usa/supplier/NewSearch.do
hmm my local walmart GROCERY STORES/SUPERMARKETS/BAKERIES this sounds promising, and even if it gets listed as a department store it's 3% at department stores with BCP =) better than a lot of stuff

Yeah the one by my house is also under the GROCERIE STORES categories, and it actually shows on BofA and Cap1 like a Grocery store.
